Sarah is a Senior Chartered Legal Executive in Holmes & Hills’ specialist and Legal 500 and Chambers & Partners recommended Planning Law Department.

Sarah provides expert Planning Law advice to clients in both the private and public sectors, including local planning authorities, developers and private landowners.

Sarah provides advice on a range of Planning Law matters, including:

  • Drafting and negotiating S106 Planning Obligations, securing necessary mitigation for varying sizes of developments, such as obligations for affordable housing, ecological mitigation, healthcare, education, highways and community contributions
  • Drafting and negotiating highways and other infrastructure agreements

With more than 30 years’ experience as a local government lawyer, Sarah brings valuable insight into how planning infrastructure agreements are negotiated and progressed by local authorities. This enables her to provide clients with practical advice that helps resolve issues efficiently and support successful development outcomes.

Additionally, Sarah prides herself on being approachable, responsive and proactive, providing practical solutions to meet her client’s needs.

Sarah joined Holmes & Hills Solicitors in 2026, and is based at the firm's Colchester (Marks Tey) office.
